(As the Whos dance, Horton accidentally tips the clover at various angles, causing the Whos to teeter off-balance.)

Yet here sits my son who's sent home by his teachers
For thinking strange "thinks' and inventing strange creatures!

MRS. MAYOR
We're going to speak with your teachers today and I hope they have no thing too awful to say
If you're hungry there's schlopp in the frig-a-merator.

MR. MAYOR
We're late.

MRS. MAYOR
Here's a kiss.

MR. MAYOR
And well both see you later.

(They exit, Jojo sits. a clock ticks. time passes. after awhile he senses someone else in the room. the cat magically appears-)

(The cat vanishes as the parents enter. Everything is instantly the way it was. Jojo's parents tell him that he has been suspended from school for his wild "thinks." after scolding him, they send him to bed.)

MAYOR
Now take your bath and go to bed.

MRS. MAYOR
And think some normal thinks instead.

(Mr. and Mrs. Mayor exit, leaving Jojo alone. as he sings, his bathtub appears. we hear water dripping.)

Taking a bath in a drippy old tub

But when I think of that plinkety plink
I see fish swimming by in a school
Hey maybe this tub is...

(Jojo's bathtub begins to rise magically)

(The conductor hands Mayor and Mrs. Mayor a brochure, touting a school which seems to be the answer to their problems with Jojo. When they finish reading it, General Genghis Kahn Schmitz grandly arrives.)

SCHMITZ

I scare children out of their wits.
But you'll see at a glance, sir,
My school is the answer
For shirkers and dreamers and twits...
And in this case, I'd say the shoe fits!

Ten hut! Feet together. Chin up. Eyes on the prize, forward ... Harch!

(Jojo begins to march in place)

The military academy
Is the place where he should be sent.
We'll drill the silliness from his head-
I'm sure we'll make a dent!

We'll teach him fighting

(Mayzie flies off, thrilled with her newfound freedom. The bird girls enter, as Horton climbs the tree and gingerly sits on the nest)

BIRD GIRLS
Then carefully, tenderly,
Gently he crept
Up the trunk to the nest
Where the little egg slept.
Then Horton the elephant smiled:

HORTON
Now that's that.

BIRD GIRLS
And he sat and he sat
And he sat and he sat.
He sat all that day
And he kept the egg warm...

Through a terrible storm...

(The seasons change as Horton sits on the egg. Gertrude McFuzz enters, bringing Horton a scare. She tells him that she's gotten a postcard from Mayzie who's in Palm Beach. Horton is horrified-what if Mayzie never comes back to reclaim her egg? Gertrude tries to get Horton to notice her new tail, which is now extremely long, but he is preoccupied with his own troubles, Gertrude sighs and exits)

HORTON
I can't leave this nest.
No, I meant what I said.
This egg might get frozen
But the Whos might be dead!
I couldn't say no
When I heard Mayzie beg
Now I'm caught between a dust spec and an incubating egg!

(Suddenly hunters surround Horton, aiming guns at his heart. Horton trumpets in terror)

Help!
Someone help!
Hunters!
Help!

(There is chaos. Gertrude tries to fly to Horton's aid, but can't because of her heavy tail. She wrestles with it)

GERTRUDE
Horton! ... Horton!

(The cat enters and once again freezes the tableau the hunters, a trapped and struggling Horton, the horrified Gertrude. The cat tips the song to Horton and Gertrude, who both unfreeze)

(After an Entr'acte, the cat appears, still dangling high in the air. He crashes to the stage and crawls out from under the curtain ("How Lucky You Are - Reprise') to begin Act II. He reminds us of the events that ended Act I - -Horton trapped by hunters, Jojo at military school, the Whos trying to repair their damaged town, and Gertrude, unable to fly because of the length of her tail, now so long it needs to be supported by the bird girls. The story resumes as Horton gets carried away by the hunters.)

(The cat appears as an auctioneer. After a spiel, he bangs his gavel)

(Jungle citizens exit mournfully, as Horton is carried off. The cat now transforms himself from auctioneer to Mr. McGurkus, who introduces "the circus McGurkus.' he and his entourage of clowns, roustabouts and showgirls present the many exotic creatures of the circus. But the main attraction is Horton the elephant, sitting on his egg, nest and tree and lit up like a Christmas tree.
We see the "circus on the road." as they jounce from one town to the next, Horton sings "How Lucky You Are - Reprise" and worries about Jojo and the missing Whos. He hopes that Mayzie will find him soon and free him from sitting on the egg so that he can find them.
At last the circus arrives in palm beach, and as they exit, Mayzie appears, on a chaise, lazing in the sun. Accompanied by a suave pool boy (played by the cat) Mayzie complains that vacation is boring, and she craves something new to do. The pool boy hands her a flier for the circus, and she decides to go.)

MAYZIE
A circus! I love a show! I think I'll go!

(Mayzie arrives at the circus, and suddenly finds herself face-to-face with Horton.)

MAYZIE
Good gracious! I've seen you before- now, let's see. - -

HORTON
Why Mayzie, it's Horton! Remember? Its me!
I've sat on your egg now for fifty-one weeks!
I've sat here while people have paid to take peeks!
I've sat here through lightning and hail storms and snow!
Won't you take back your egg?

MAYZIE
Gee. I really don't know..
Oh, wow, it's really late!
And gee, I've got a date!
And lots of places to be.
But it's so great to see you!

General Schmitz brings his young cadets to the butter battle and expects them to fight for the "butter side uppers".- Jojo tells Schmitz he doesn't think it's right teaching children to fight, and he runs away, heading home, but vanishes in a huge explosion.

We now hear a Christmas theme and we see the Grinch on a small, rickety stage, surrounded by young Whos in homemade angel wings. It is the annual "who Christmas pageant" performed every year. As they finish their performance and the mayor and Mrs. Mayor make a speech, general Schmitz and his cadets bring "a message from the front" --Jojo has been lost in the battle. The parents are given a medal, and left to grieve. ("Solla Sollew reprise-)

As the parents exit, the cat appears sobbing uncontrollably, too. But then he suggests that Jojo may still be alive. He 'rewinds' the action to the moment of the explosion, and we see what really happened:
Jojo is dazed and frightened but alive. He thinks of Horton, ("alone in the universe reprise") and Horton magically appears to remind Jojo that he's a thinker, and he can get home if he follows his hunches. )
